test: use published mongodb 1.3.0 for interface conformance

Outcome

Update the standalone Antelope test runner from published MongoDB 1.2.7 to 1.3.0, which implements atomicMutation. No production API or dependency lockfile changes.

Verification

• pnpm install --frozen-lockfile: passed.
• pnpm test: 184 passing, including all 13 Atomic mutation provider conformance cases against disposable MongoDB 8.0.8.
• Published MongoDB package, no local provider overlay.
• Targeted oxfmt check and git diff --check: passed.
