Outcome

Defines OpenCLI as a local-first Deep Research data upstream and makes cross-device portability a first-class product contract.

What this PR adds

  • canonical SPEC with nine stable capabilities and concrete success criteria
  • source-chain invariants for claim-to-raw-evidence traceability
  • brownfield baseline separating merged foundations from open or partial work
  • two mandatory portability profiles:
    • Workflow Package for reusable workflow definitions and dependency manifests
    • Full Project Package for records, evidence, artifacts, lineage, runs, events, checkpoints, and audit history
  • Settings as the single authority for import/export, migration history, compatibility, dependency repair, connection remapping, backup, and restore
  • fail-closed import lifecycle, secret exclusion, idempotent re-import, and independent conformance journeys

Motivation

The current Gaojixing LAN migration demonstrates the gap: the project shell, workflow v1, six runs, and 76 events exist, but all runs are failed or blocked and the project has zero records, fields, and sources. Object presence alone must not count as a completed migration.

On 2026-08-24, the currently connected backend contained the migrated `gaojixing-doubao-evidence` project shell, one primary workflow, published version `v1`, six persisted runs, and 76 events.
