Take file name for title from header's Content-Disposition

If document path does not contain .pdf in the end then document is not loaded at all. For example: Does not work: /Document.svc/GetDocById?id=23281
Works: /Document.svc/GetDocById?id=23281&.pdf
And when it works the title is set to GetDocById?id=23281 what seems wrong when GetDocById response contains:
Content-Disposition:inline; filename=registration.pdf
