Tutorial questions are not being rendered at all

In the new tutorial pages, the questions (from rules.vr) are not being rendered at all. This issue doesn't seem to be related to a particular tutorial, it seems more general than that. I noticed it first with https://developers.sap.com/tutorials/cap-mocking-auth, where the question (in the rules.vr file) is linked to step 12, but this is what's shown for that step (notice also that the "Done" button is inactive):

I have seen this "missing question(s)" issue in other tutorials I've just looked at, including:

• https://developers.sap.com/tutorials/odata-dd-1-origins (where there are multiple questions)
• https://developers.sap.com/tutorials/cap-status-transition-flows

Questions are loading fine now

Looks like this was related the 404s on the JavaScript that was caused by the App Router getting Clobbered by the content publish from earlier. That should be fixed now.
