[Bug]: Transparent Navigation Bar #754

Bug Description

It's not clear how this feature should work but I would expect it to make the nav bar transparent.
Using the navigation bar (pill) it seems like the navigation bar still has some element underneath it, meaning it's not transparent.
As i was writing this i realised it was just toggling the same setting under developer options so now I realise it's not a bug, it's just android rigamarole.
So then i would still be asking: is there a way to implement a setting that would make the bar transparent, 100% transparency (non-root)? As the toggle suggests.

Steps to Reproduce

Turn on the transparent navigation bar setting
Restart the phone
Enter any app (ex Firefox)
Nav bar still visible
