[Feature]: Wireless debugging toggle to quick tiles

Problem Statement

Currently, there's no quick access toggle for wireless debugging from the quick settings panel. Users need to navigate through Settings > Developer Options > Wireless Debugging each time they want to enable or disable it.

Proposed Solution

Add a wireless debugging toggle button to the quick settings tiles, similar to how DevQS's titles app implements feature toggles. This would allow one-tap access to enable/disable wireless debugging without deep navigation.

Alternatives Considered

• Manual navigation through Settings menu (current workaround)
• Third-party quick settings apps
