Task Options in Command-Line

Is there any plan to support task options in command line?
For example, rake clean --all or rak task --exclude='*longtime*'.

I prefer this approach over #81, since it seems less prone to issues when embedding strings in task option values. One concern I have is that task options should probably be placed after --, to avoid misspelled flag/option names being treated as task options.

Example:

rake task_a -- --flag_b # applies flag_b to task_a
rake task_a -- --option_b=value_b # applies { option_b: "value_b" } to task_a
rake task_a task_b -- --flag_c # applies flag_c to both task_a and task_b
rake task_a task_b -- --task_b:flag_c # applies flag_c to only task_b
rake task_a namespace_b:task_c -- --namespace_b:task_c:flag_d # applies flag_d to only namespace_b:task_c
rake namespace_a:task_b -- --namespace_a:task_b:option_c="$value_c" # applies { option_c: "value: c" } to only namespace_a:task_b

where

• (backwards incompatiblily) flag/option-like file tasks became unavailable, e.g. rake -- --this-was-filepath-but-now-treated-as-flag
• task, namespace, flag/option names must not contain /[:=]/
• flag/option names must not be empty (task and namespace names can though!)
