fix: address review feedback on howto/logging.po

- Translate logger as 記錄器 consistently (drop logger / 日誌物件 / 日誌記錄器 mix)
- Unify config -> 設定, import -> 引入, ancestor -> 上層記錄器, process -> 行程
- Remove sentence about 'root' that is not in the source
- Fix reversed parent/child relation for 'scan' loggers
- Fix mistranslations: successive runs, suppression, indicative, layout,
  missing level / appropriate / script, traceback vs stack trace
- Use :meth:`~Handler.setLevel` as in the source instead of :func:`setLevel`
- Use \\ before full-width parentheses after inline markup
