Focusing TabNav breaks mac Firefox back / forwards nav shortcut keys

Description

When using the keyboard to focus a TabNav component (for example Conversation / Commits / … on #8245) the user can use the arrow keys to move the focus left and right. But this then blocks using cmd + left / right in Firefox on mac to navigate back / forwards in history.

Steps to reproduce

1. Go to chore(deps-dev): bump the storybook group with 6 updates #8245
2. Tab to the TabNav component
3. Observe focus switching on left or right arrow key usage
4. Observe that you can’t navigate back in history with cmd + left.

Looking through the code, I guess this actually an issue in https://github.com/primer/behaviors. Let me know if you want me to close this and file a new one there.
