Subject: [PATCH] Support Behat 4.0

Behat 4.0.0 is out. Allow it in composer.json and run CI against ^4.0
instead of 4.0.0-alpha1. No code change is needed: the Behat API the
extension uses is unchanged in 4.0.0.
