Add a /feedback command

Add a /feedback command that helps users report bugs or suggest features from within T3 Code.

It could open the relevant GitHub form with version and platform details prefilled for review before submission.

The PR adds /feedback on web, desktop, and mobile; opens the GitHub issue-form chooser with client metadata prepared for review; and uses Bug: / Feature: title defaults. Focused tests and targeted type checks pass.

I'd like to submit T3 Code feature requests from inside the product and through the CLI, so Claude can do it for me. I found the existing /feedback command and t3 triage for investigating bugs. Could I ask Claude to post a feature request to Ideas from the session I'm already in?
