Converge lint config & tool versions with core (Linear OSS-30, Q1/Q4/Q6/Q7). Primary lever Q1: strip the deprecated License :: OSI Approved classifier from all contrib packages (77 remaining; core already at 0). Where tractable also align pylint/pyright versions (Q6) and bump uv-pre-commit (Q7); note ruff-ruleset (Q4) and .pylintrc temp-suppressions (Q3) as follow-up.

Title: Remove deprecated License :: OSI Approved trove classifier from all package pyproject.toml files

Summary

77 packages in this repository declare both a modern SPDX license expression (license = "Apache-2.0") and the legacy License :: OSI Approved :: Apache Software License trove classifier. The classifier is redundant and, following PEP 639, the license trove classifiers are deprecated in favor of the SPDX license field.

Evidence

grep -rl "License :: OSI Approved" --include=pyproject.toml . matches 77 files across instrumentation/, exporter/, propagator/, resource/, sdk-extension/, util/, plus _template/pyproject.toml and .github/workflows/generate_workflows_lib/pyproject.toml. Every one already sets license = "Apache-2.0".

Why fix

• PEP 639 deprecates the License :: trove classifiers; newer packaging tooling warns when both are present.
• The SPDX license field is the single canonical source of license metadata; the classifier duplicates it.
• The core opentelemetry-python repository has already removed the classifier everywhere, so removing it here restores parity.

Proposed fix

Delete the License :: OSI Approved :: Apache Software License classifier line from every pyproject.toml (including _template/pyproject.toml so newly scaffolded packages don't reintroduce it). Keep the SPDX license field. Verify with the grep above returning zero matches.
