pm-dispatch SKILL structural compression: 3050 → 2568 lines, narratives moved verbatim to references (#7631 PR₂) (#7754) (#7766)

Maintainer-directed compression (2026-08-11 skills 专题讨论). 57 narrative /
incident / 沿革 / worked-example sections move verbatim from SKILL.md into
references/incidents.md (append-only, one 出处 line per section — the PR #7698
convention). Every imperative, criterion, prohibition and command stays in the
main file as imperative + criteria/command + one-line case anchor with a
§-pointer to the moved full text; no binding rule deleted.

Machine-consumed content untouched: domain-lane table, 词表 roster, setup loop,
the four gate-synchronized escalation-frame copies (check:skill-frame-sync
green), the step-5 prompt template, maintainer ruling quotes, report contract.

Ratchet lock-in: check-skill-line-ratchet MAX_LINES 3050 → 2568 (shrink-only).
