On the desktop, some files are locked in read-only mode even though they can be edited online

Steps to reproduce

1. I don't know how/when it begins
2. open a file locally

Expected behaviour

File should be editable (it is not locked on server)

Actual behaviour

File is read-only (it's a true read-only without .lock file)

The problem seems to exist since ~November (we were on NC 31 but it persisted on NC 32), perhaps caused by #863

💡 Interesting fact: when navigating to the file on the webui, then manually locking AND unlocking the file, the problem disappears

No server error, no other symptoms

I have a similar problem; in the browser the file is not locked, but on the desktop some files remain in read-only mode without actually being locked. Table oc_file_locks and table oc_files_lock are empty.

Problem is still being reported by our users occasionally

Short amendment:

I don't have this option of manually locking and unlocking, since I only see "Locked by editing online in Text" which does not seem to do anything.
