Server freezes when a resource contains a large number of files in meta.xml

Describe the bug

When meta.xml contains a huge number of files - 14,308 jpg files in this case, even with download="false" -starting or restarting the resource causes a network trouble on the server side. After disconnecting from the server, it is temporarily impossible to reconnect to it.

On version 1.6, the network trouble lasts around 20 seconds, while on version 1.7 it lasts around 6 seconds.

It looks like the server thread gets stuck while parsing the XML. I don't think there's much we can do about it
