windows build tools no longer exists.

https://github.com/Microsoft/nodejs-guidelines/blob/master/windows-environment.md#prerequisites says to install the npm windows-build-tools paclage. That project is dead and buried. Please remove those instructions.

I noticed this today as well. Hitting weird errors trying to install NodeJS on windows and I wound up in these guidelines with recommendations to install an archived NPM package that has the following message:

Node.js now includes build tools for Windows. You probably no longer need this tool. See https://github.com/felixrieseberg/windows-build-tools for details.
