[Bug - Partner Center] Developer account registration fails after entering contact address #627

Describe the bug
During Microsoft Partner Center developer account registration, I entered the contact address for Huazhong University of Science and Technology. The address could not be validated successfully. When I clicked the Accept and continue button, the page showed a generic error message:

"Something went wrong. Please try again, if the problem persists please contact Microsoft support."

To Reproduce
Steps to reproduce the behavior:

  1. Start the Microsoft Partner Center developer account registration process.
  2. Go to the contact address step.
  3. Enter the Huazhong University of Science and Technology address.
  4. Click Validate Address.
  5. Click Accept and continue.
  6. See the error message.

Expected behavior
The registration should continue to the next step, or the page should show a clear field-level validation message explaining what needs to be corrected.
