Enable CI build and test validation using GitHub actions

Add a basic pipeline to ensure builds are clean and tests are run

Currently, all PRs are subject to build and test approval, and master is blocked from direct commits. I think this is pretty well complete, but if there's more to be done I'll defer to Eric Maino (@ericmaino)
