Subject: [PATCH] Issues: links on the new-issue screen, with "Ask a question"

This repository has its own issue forms, so the organisation's default
links never showed here. The same links now do: Ask a question (the Q&A
category of the organisation's Discussions), Documentation, Report a
security problem, and Account or billing help. Blank issues stay allowed,
as before.
