Roll the satellite pattern out across member repos and harden this hub's drift CI.

  • Add a satellite ANCHOR + upstream pin to each member where applicable.
  • Wire member-side K9 conformance CI against the corpus here.
  • Flip the upstream-pins job in .github/workflows/anchor-drift.yml from advisory to enforcing once the spec pin is real.
