Better handling of diacritics

It seems batch-loader.py is using ascii encoding when reading from the CSV. Whenever there's a non-ascii character in the CSV, I seem to get a UnicodeDecodeError indicating that the "ascii" codec can't decode a certain byte.

Does Fedora support unicode? If so, would it work to specify that the script use utf-8? (I know Python 3 is supposed to use utf-8 by default, but from what I've read about this error, maybe it's defaulting to the encoding used by the shell?)
