The [Certificate Authorities](https://github.com/google/webpackager/wiki/Certificate-Authorities) wiki entry mentions that users need to "Sign up for access" before using https://dv-sxg.acme-v02.api.pki.goog/. The link is dead but it looks like it might not be necessary anymore, either. I was able to request a certificate from `dv-sxg` just fine by following the instructions in https://cloud.google.com/certificate-manager/docs/public-ca-tutorial . Could the broken "Sign up for access" link be removed so it doesn't deter folks from using the Google CA?
