[Code Quality] Enable gh-aw-detection on Duplicate Code Detector workflow #46479

Description

@github-actions

Description\n\nThe detection analysis report (2026-07-18, discussion #46440) identified that Duplicate Code Detector workflow does not have gh-aw-detection: true in its frontmatter, despite being an analysis/monitoring workflow — exactly the type that the detection feature is designed for.\n\nOnly 22.8% of runs (37/162) have detection enabled. Among analysis-class workflows that should logically have detection on, the Duplicate Code Detector is a clear gap.\n\n## Suggested Changes\n\n- Add gh-aw-detection: true to the frontmatter features block of .github/workflows/duplicate-code-detector.md\n- Run make recompile to regenerate the lock file\n\n## Files Affected\n\n- .github/workflows/duplicate-code-detector.md (add detection feature flag)\n- .github/workflows/duplicate-code-detector.lock.yml (regenerated by recompile)\n\n## Success Criteria\n\n- duplicate-code-detector.md contains gh-aw-detection: true in frontmatter features\n- Lock file regenerates cleanly\n- The detection analysis report no longer flags this workflow as misconfigured\n\n## Source\n\nExtracted from Detection Analysis Report #46440 (2026-07-18).\n\n## Priority\n\nLow — single-line frontmatter addition; widens monitoring coverage for a monitoring workflow.
