Cleanup old ACT flag structure

• Drop --act-publisher, --act-history-address and --act-timestamp flags for download command.
• Drop --act for upload command
• Drop grantee command group

Once we released the access command group, the deprecation messages will be released as well, after that we can do the cleanup
