@KbisonCSG We have the following case scenarios that need to have the behavior defined, along with a proposed solution:

SSN correction CUID migration questions:

1. A practitioner has licenses uploaded from State A which generates a CUID. State B mistypes an SSN and uploads a pair of licenses onto that same practitioner's record. State B then corrects the SSN, taking those licenses away. Should a new CUID be generated for the State B practitioner?
2. Similar to question 1: State A uploads a practitioner which holds two license types (ie bachelors and masters). It is determined that one set of the licenses is under the incorrect SSN. The set of licenses are corrected and moved to a new practitioner record. Which practitioner record, the original or the new, gains ownership of the CUID? If it is the original, should a new CUID be generated for the practitioner associated with the corrected SSN?
3. Now suppose State A uploads two sets of licenses for different license types (ie bachelors and masters) and both are under an incorrect SSN. The ideal scenario involves moving both sets of licenses under the corrected SSN, while retaining the original CUID, but based on the answer to question 2, if we are generating new CUIDs, this would not be possible (See recommended solutions for this below)
4. A practitioner has only a single-state license from State A (no CUID). State B mistypes an SSN and uploads a pair of licenses onto that practitioner's record, which now qualifies and is assigned a CUID. State B then corrects the SSN, taking both licenses away. Should the CUID be moved to the corrected practitioner and removed from the original record? In other words, should the CUID be moved to the new record if the remaining license records do not qualify for a CUID, and removed from the original?
5. A practitioner's SSN is mistyped identically by State A and State B, so both states' licenses sit on one wrong record that has a CUID. Each state corrects its own upload, so the correction happens in two steps. Which state license record should retain the original CUID, State A or State B?
6. State A uploads the same practitioner licenses under both the correct SSN and an incorrect SSN. Two CUIDs are generated, one for the invalid SSN and one for the valid SSN. The correction merges them. One practitioner cannot hold two identifiers, is the invalid CUID retired?


Proposed design to account for the edge cases listed above:

When SSNs are corrected for a practitioner with a CUID, the following checks will be made to determine what action should be taken:

1. Is there an existing practitioner record under the corrected SSN with a CUID already assigned?
yes -> move the licenses over, do not overwrite the existing CUID
no -> proceed to question 2
2. Are there remaining licenses for the original practitioner which qualify for a CUID after this correction?
no -> move the CUID over to the corrected practitioner record, remove from original record
yes -> proceed to question 3
3. Were the licenses that are being corrected uploaded before any of the remaining licenses?
yes -> move the CUID over to the corrected practitioner record, remove CUID from the original record. A new CUID will be generated for the original practitioner when a state performs another license upload for one of the remaining licenses.
no -> move over the license records, but do not move the CUID and do not generate a new one. The new practitioner record will be created without a CUID. This allows a state to move over multiple sets of licenses of different types (ie bachelors and masters) for the same practitioner while retaining their original CUID. For states that accidentally added license records to an existing practitioner (case 1 and 5) a new CUID will be generated when the state performs a subsequent upload for those licenses after the SSN has been corrected for them.
