Subject: [PATCH] docs: use cpp-linter-hooks v1.8.1 in the examples

The getting-started, AI coding agents and why-cpp-linter pages pinned
rev: v1.7.0; v1.8.1 is the current release. Blog posts keep the version
they were written with.

Also add the org zizmor config and a 7-day Dependabot cooldown, both
flagged by zizmor.
