Add new GP element orbit interface

CelesTrak stopped reporting two-line elements as of July 11, 2026 due to the exhaustion of five-digit identifiers. Add a new interface to specify orbits that can be propagated using SGP4.

This issue is resolved in #141 with the addition of the GeneralPerturbationsOrbit schema.
