Map /local portion of VAULT XML into strict MODS

There are probably not many used elements in our Libraries collections.

Important fields:

• local/archivesWrapper/series: series/subseries are vitally important structually for the CCA/C Archives subcollection. mods/relatedItem@type = 'series'? But then how to handle subseries? Or mods/classification?
• local/archivesWrapper/subseries
• local/viewLevel: this is an administrative metadata field that determines which groups/roles can view the item

Archives series converted to a nested relatedItem structure e.g.:

</relatedItem>

Subseries is the outer element because relatedItem is a container relation: the item is contained in the subseries which is contained in the series.
