OAuth - Forcing "Off-Network" consent flow

Description:

The Worklight IAM Sample App is currently forcing the user into Off-Net User-Consent flow.

Though the user is on AT&T's network, the user is forced to go through off-net flow

Actual:

Being on AT&T's network (using COU with AT&T sim). Upon launching the WL IAM Sample App and going through consent flow, the user is forced into off-net flow

Expected:

If user is on AT&T's network, the user must be going through the ON-Network flow. UNLESS custom parameter is sent forcing the off-net flow.

Repro:

1. Be on AT&T's network
2. Launch WL IAM Sample APp
3. Login with Number
4. Notice off-net user-consent flow is forced.

You sure this isn't the QC problem where the value gets stored in a cookie and we can no longer override it?
