Exporting as PDF results in a 404

Confluence Data Center version 10.2.15

Calling get_page_as_pdf results in an API error that Confluence returned non-PDF content. When inspecting in the debugger the URL is
"spaces/flyingpdf/pdfpageexport.action?pageId=12615685" and the response has a status code of 404.
