Runtime user customizations are layered on top via profiles.json (do not edit that file by hand). ci/config.json keeps a synced copy for CI reference (maintained by scripts/internal/pkg.sh). The 'full' profile uses the __all__ sentinel, which the server expands to every discovered tool id.",
