operator_cli read RADAR_PG_DSN via os.getenv directly and never imported
config.py, so load_dotenv() never ran and radar/.env was silently
ignored — every invocation printed "RADAR_PG_DSN not set" even when the
DSN was set in .env. Every other CLI in the repo imports config (or is
launched by something that does), which is why this only bit
operator_cli.

Adding ``import config`` at the top triggers the same load_dotenv chain
the rest of the stack relies on. Regression test asserts the dotenv
chain fires at module import.
