Plugins - provide an option for Tempcord to discover commands

Developers developing plugins should be able to provide their own commands, events, etc.
Tempcord should provide discovery functionality for them.

All plugin commands should be discovered by CommandsDiscovery.
All plugin events should be discovered by EventsDiscovery.
