simplens 1.3

Upgrade simplens to version 1.3
Version 1.3 must include the following features:

1. Ability to install the plugins directly from dashboard UI and all the instances of api and notification_processor must able to update the changes (installing new plugins, updating plugins version, uninstalling plugins, disabling plugins) it through events and a centralized DB model.
2. Ability to send telemetry data (simplens version, plugin data like name and version) to th telemetry api to know how many simplens instances are running
3. Solve all the security issues
4. Update the mcp server to contain tools for all the endpoints that the api service provides
