Restore the pydevices landing page

It has not had one since bb83f5a in the pydevices repo, which retired the
pandoc-to-Pages pipeline and replaced .site/index.html -- 144 lines of
landing page -- with an 8-line 'Moved' redirect to the GitHub docs index.
Removing the generated doc pages was intended; taking the marketing page
with them was not.

Nothing surfaced it because the generator no-ops silently on a file with no
marker blocks, so it kept reporting success. The portal card for the org's
flagship repo has been pointing at a redirect ever since.

Rebuilt from the generator's skeleton and populated from repos_db.json, so
it now carries the same headline, description, and CTAs as every other page,
plus its own hero mark.
