Project Dashboard no longer auto-refreshes releases filter dropdown

I could reproduce the problem in the latest build

What happened?

On the Project Dashboard for a Tenanted project, there is the 'Filter by release' drop-down. In previous versions, this drop-down auto-updated when a new release was created. A full UI refresh wasn't needed to pull it in, very helpful when another tool pushed the new releases.

This no longer updates on latest and requires a full page refresh.

Reproduction

1. Create a Tenanted project.
2. Create a release outside of the primary Project Dashboard.
3. See no new release in the dropdown.
