Game creation is laggy due to chunk generation

Starting a game blocks the server for a while as it loads and generates all the hoops. It stalls the server for multiple seconds so we should fix this soon.

Would it be possible to pregenerate stuff at less of a pace during the waiting period perhaps?

Starlight makes it a lot quicker, is this still needed?

(It still causes a 1-2 second freeze in other minigames so yes, it is still needed)
