What do you want to work on?

I want to fix: #4717 because it's preventing scaling up sandboxes.

Why this change?

I'm scaling out openshell to run many concurrent sandboxes and am past the 256 limit and saw degradation with create latency and create reliability. I have the change in a branch and can get 25% more sandboxes before seeing create latencies and create reliability degradation.
