glyphs dont move to first row when removing protected rows

Describe the bug
glyphs dont move up to the first row when moving rows is enabled and you click remove a protected row

To Reproduce

1. import savefile
2. click "remove a protected row" twice
3. observe

Expected behavior
should move up to the top row
