- add a notification at any percentage, edit and remove them
- in-app and email. Slack and webhooks are not in v1
- keep the "what counts as an API call" reference on the page
- copy makes clear we never cut off API access at any of these. They are notifications, not limits

Depends on the per-organisation notification configuration API, which also decides who gets notified rather than only when. The screen follows it, and can be built on fixtures first.
