Implement dynamic-size FIFO buffers for V24 TX/RX. #1

The DVM modem protocol allows for dynamic adjustment of the circular buffer sizes for TX & RX. This should probably be implemented in DVMV24 so we don't need a recompile to change buffer sizes.
