Development environment

Meta-issue for anything related to a actual development environment for Blueprint. Unrelated to developing extensions, this is referring to an environment to build Blueprint in.

I'll put a comment here so it's stated. The way I have it setup currently is going to be completely redone, so don't go modifying it. It technically works in it's current state if you can figure it out though
