Functions for handling issuance and reissuance

Describe the feature

Simplicityhl-std should include functions that allow for convenient issuance and reissuance logic.

The functions should implement the following logic:

1. Retrieve the issuance_amount
2. Retrieve the reissuance_amount
3. Get input type: Issuance, Reissuance, None
4. Various assert functions that allow you to verify whether there is indeed an asset issuance in the input, whether there is indeed no token reissuance in the input, and so on
5. Convenient retrieval and calculation of asset_ids
